The cost per dwelling is a well-defined and commonly reported indicator; the club’s comparisons break this down into the main component costs such as staff, IT, enforcement and the cost of receiving payments.

A wide range of benchmarks are provided e.g.:

• Current and historical collection rates, in-year and cumulative
• Timing of billing activities; quarterly collection rates
• Percentage of rebates and discounts
• Number of bills, reminders and enforcement actions
• Contact / call centre structure

Members are also given the chance to compare their in-year collection rates in October.
